Who owns the rights (intellectual property) to the applications?
You do, zero restrictions.  I would like to be able to at least post a screenshot of your application and a short description, but that's not a requirement.

I'm only a freshman or sophomore... is there any chance of me winning?
Sure...  four of six finalist last year were freshman/sophomores, and the top two people were both sophomores.  Plus, you pretty much already know C# (since it's a lot like Java) and Visual Studio.NET makes it really easy to develop applications really quickly.

Yes! You're in the same boat as most people... and, C# is so much like Java, that you'll be able to pick it up really quickly!

What labs have Visual Studio.NET on them?
All CETS Windows labs... but I recommend getting VS.NET on your own computer
Can I submit a class project?
As long as it fits the other qualifications, sure
